Innovation (University of Waterloo, Canada). Former Senior Researcher, Institute of
European, Russian and Eurasian Studies, Carleton University; past fellow, Canadian
International Council and Canadian Global Affairs Institute will discuss with you this fundamental question: “Is the European Union approaching meaningful transformation, or rationalizing
managed decline under global bifurcation?”

It remains proficient at issuing objectives but struggles to bind them to execution at the tempo external events demand. The lecture delineates the gap between announced ends and operative means, and outlines pathways by which Europe could translate intent into agency within existing constraints.
